In possibly related news: A survey of 17 countries has found that despite its punitive drug policies the United States has the highest levels of illegal cocaine and cannabis use.

Yes Puerto Rico is recognized as a country with its own culture even when it's U.S. territory. That's why they have their own Olimpic team ,and their own Miss Puerto Rico in Miss Universe.
