AIDS and That $15B

This NY Times article repeats the mantra that

...the administration of her husband, President Bush, began a program in 2003 to contribute a total of $15 billion over 5 years to the international fight against AIDS.

It does not note that a full quarter of that has gone to religious groups that primarily advocate abstinence.
