I haven't found a source for the full zipped-up file, but here is (purportedly) the README file from it (via Tallbloke's Talkshop).
This is all I've read so far, but my initial reaction is that these do not look good, and significantly worse than the first batch released two years ago. There is way too much, just in the README file, to be easily explained. More in awhile after I do more reading.

I've also done this -- and what I found is that is slam-dunk easy to distinguish a "noise" hockey-stick from a genuine "tree-ring" hockey-stick. You simply look at the singular-value magnitudes. The "noise" singular-value spectrum is much flatter than Mann's "tree-ring" eigenvalue spectrum. In fact, if someone handed Michael Mann random noise and told him that it was tree-ring data, Mann would know that something was really wrong as soon as he looked at his SVD output.
One look at the noise singular-values will tell you that proceeding to the regression step is almost certainly a waste of time.
This holds both for the properly-centered and Mann's "short-centered" SVD procedures. Although the "short-centering" does goose up the leading singular value significantly with tree-ring data, the effect is *much* smaller when you do the same with random noise.
Furthermore, if you perform an ensemble of "noise hockey-stick" runs, you will see that half of the hockey-sticks are upside down (this helps minimize the leading singular-value "bump-up" when you run the short-centered SVD with random noise).
Folks can see this for themselves by experimenting with SciLab or Octave. This whole thing is a complete non-issue.
