They are investing heavily in solar because the electricity needs are rising rapidly ( in a place where the wealthy are keeping the AC going 24/7/365 ) and they don't want to burn their oil for power. It is more lucrative to sell it or refine it and sell products and petrochemicals. Electricity is heavily subsidized too..
