I am sure he is talking about trying to understand the meaning of QM as opposed to applying the rules of QM to solve problems. Hard to imagine Weinberg would be completely oblivious to the basics of electron diffraction over his entire career.
I'm sure that's what he meant too. I just liked the way he put it.
