Your subsequent post shows that the regional death toll from the heat wave in OR, WA, & BC was over 600. Pretty close to the TX winter storm toll of 700. But ... TX's population is almost twice as high as OR, WA, and BC combined. So on a per-capita basis the death toll from PNW heat was twice as high.
Judith Curry should be numerate enough to understand that.
