Paying for Roads
Gas taxes pay only a small fraction of the cost of roads, at least in Texas. And that's according to the Texas highway department. The rest comes from general revenue.

I'm in favor of toll roads where ever possible. Make the real users pay for the road. Adjust toll rates to control congestion.
Anytime something is free it is going to be overused.
