If I stand on a beach that is dry at low tide, where does the water come from when it is flooded at high tide?
The water doesn't move. You do.
Technically everything moves as the Earth rotates, but I think it's more useful to keep a reference frame fixed to the Earth, and in that case the water moves in from the deeper ocean.Claiming the water doesn't move is just wrong IMHO. The tidal bulge may in the right reference frame stand still, but the water it consists of shift all the time, it doesn't follow the bulge.
