Now I'm just an ignorant Brit watching the unfolding tragedy from thousands of miles away, but far as I know the Second Amendment gives the right to bear arms, but doesn't say all that much about ammunition. Specifically, it does not say that you cannot pass a law that obliges every round of ammunition sold to carry full third party insurance.
Look at the actual numbers. Between 2007 and 2014, murder rates fell 25% at the same time that the percentage of the adult population with gun permits soared by 156%.

I've heard that American hospitals get as much practice dealing with gunshot trauma as they would in a war zone, and as a result have got so good at patching up the targets that survival rates are way higher than two decades ago. If that's the case, maybe you should look at numbers of shootings, not just fatalities, including accidental shootings and suicide, not just murder.
